Yesterday, the West Haymarket JPA passed an amendment requiring Mortenson Construction, the arena’s construction manager at risk, to broaden the reporting of its bid selection practices. This amendment comes days after learning that Mortenson was not intending to utilize the city’s open bid process.

The amendment calls for Mortenson to provide information regarding who is attempting to bid on tasks, as well as the process used to make their selection. The amendment also calls for the allowance of JPA representatives in bid selection discussions and interviews. While not the open bid process that had been originally discussed, the West Haymarket JPA is confident the new amendment will lead to increased transparency over the course of the project.
